Self-Storage Development and Zoning Activity: September 2022

Update 11/3/22 – Officials in Lewiston, New York, blocked Vick Singh Ghotra’s proposed conversion of the Lewiston Event Center this week after determining self-storage isn’t a permitted use in the city’s business-one zoning district. With a 4-1 vote, the zoning board of appeals decided self-storage doesn’t align with municipal code Section 9, District Regulations, D.1.b.g., according to a source.

Before the vote, Ghotra’s attorney provided four paths to approve the project, but all were rejected. Corey A. Auerbach, a partner at Barclay Damon, said self-storage would fit under several uses in the code, including retail, personal-service establishment, or something similar. “It is not clear whether it is permitted or not permitted. And because zoning is in derogation of the common-law principles of private property, the courts of the state of New York—including the highest court, the court of appeals—routinely determined that that ambiguity must be resolved against the municipality who drafted the code, and in favor of the interpretation of the applicant,” Auerbach said.

Ghotra said he was told self-storage would be a permitted use. He presented copies of email correspondence he exchanged with city zoning officer Ken Candella to back up his claim.

Following the vote, the board invited Ghotra to pursue another use for the property that would fit within the code. Surprised by the board’s decision, Ghotra told the source he plans to discuss the project with his attorney to determine his next move.


10/27/22 – Developer Vick Singh Ghotra’s proposed conversion of the Lewiston Event Center in Lewiston, New York, has hit a road bump as officials try to determine whether self-storage is an accepted use in the zone. The uncertainty centers on the use of terms “primary vs. accessory” in the business-one zone, the definition of a warehouse, and city codes. Following an Oct. 11 discussion, the Historic Preservation Commission and planning board have tasked the building inspector and city attorney to interpret the village law and render a ruling. If found that storage isn’t an accepted use, Ghotra could seek a use variance from the zoning board of appeals. Both boards agreed to revisit the proposal once the zoning is determined.


10/24/22 – Janesville, Wisconsin, planners gave their unanimous recommendation to approve the rezoning and conditional-use permit needed by Midwest Indoor Storage. The company can now convert the former Crazy Joes furniture store on Milwaukee Street to self-storage and retail space. The plan also drew support from downtown business owners, including Todd Kimball, a self-storage operator who also owns commercial property along W. Milwaukee Street. The city council, which has final approval on the rezoning, is expected to vote on Nov. 17.

Built in the 1950s, the two-story, 43,000-square-foot brick building will undergo a significant exterior renovation to present three distinct storefronts. About 2,400 square feet will be reserved for retail.

Attic Self Storage opened a new multi-story facility in Beckton, an East London suburb. Built on a 2,247-square-meter lot, the 868-unit facility at 3A Claps Gate Lane features a modern and sustainable design and offers customers the free use of electric-vehicle charging stations. The opening coincided with an art initiative that invited local students to submit drawings or paintings that depict the “Beauty of Beckton.” Founded in 2006, Attic operates five facilities in Greater London.

BHT Holdings intends to develop a self-storage facility on 5.23 acres in Ormond Beach, Florida. The project will include two 12,000-square-foot structures offering flex-office space at 520 Flagler Road and a four-story, 110,900-square-foot self-storage building at 540 Flagler Road. The latter would also include 28 canopied vehicle-storage spaces. The planning board recently recommended approval for the development.

Boxed Up Self-Storage opened a new, 154-unit facility at 1930 W. Chrysler Drive in Belvidere, Illinois. The company operates seven locations in the state.

BW Roosevelt San Juan LLC is razing the former TD Bank in Jacksonville, Florida, with plans to build a three-story self-storage facility in its place. The city is reviewing the demolition permits for the 2,979-square-foot structure at 4520 San Juan Ave. The 105,800-square-foot, climate-controlled building will be managed by self-storage real estate investment trust (REIT) CubeSmart and branded under its name. BW purchased the 1.6-acre property in February for $1.6 million. Realco Recycling Co. Inc. is the contractor. Construction costs are estimated to be $7.5 million.

Developer Vick Singh Ghotra is seeking approval to convert the former Lewiston Event Center in Lewiston, New York, to self-storage. Plans for the 300-unit facility at 845 Cayuga St. were presented to the members of the city’s historic preservation commission and planning board, which offered submission approval but requested changes. The project will be designed by Mark Dean, an architect and principal owner of Dean Architects. Sale of the property, which is owned by Harold Hibbard and Emery Simon, is contingent upon development approval. Ghotra is a Buffalo, New-York-based multi-family real estate investor.

GiGi’s Self Storage, which operates a facility in Easthampton, Massachusetts, opened a second location in the state, in Greenfield. Formerly occupied by The duMONT Co., the building at 289 Wells St. was converted to 12,000 square feet of storage in 84 units. A second phase will add drive-up units. Both properties are owned by Jenna “Gigi” Conz and Tony Gleason II.

Guilderland Realty Partners LLC (GRP) intends to build a self-storage facility in Guilderland, New York, on the site of a former mobile-home park. The three-story building at 1583 and 1593 Western Ave. will comprise 93,600 square feet. The planning board recently approved the site plan, but officials had concerns with the proposed setbacks and parking configuration. The board requested GRP change the building line to match neighboring structures along Western Avenue as well as to reconfigure the parking to avoid the need for a variance.

Hurley Storage opened in Rupert, Idaho. The property at 1121 S. Countryside Drive formerly housed Teeter Auto Wrecking, which was founded in 1951 by Hurley Teeter. The business operated under his son, Dave, until 2018. Hurley’s grandson, Greg, converted the building to self-storage. The family-owned and -operated facility offers drive-up units and outdoor vehicle storage.

Lock Stock Self Storage is building a facility in Buckley, Wales. The Globe Way site will include 120 storage containers ranging from 10 to 20 feet long. It’ll be the company’s first location to incorporate solar-powered lighting. Founded in 1999, Lock Stock operates 24 facilities comprising more than 4 million cubic feet of storage space, mostly in Wales.

Midwest Indoor Storage intends to convert a former Crazy Joes furniture store to self-storage in Janesville, Wisconsin. The project at 314 W Milwaukee St. will include two retail spaces for rent. It requires rezoning and a conditional-use permit. Based in Rochester, Minnesota, Midwest operates nine locations in the state

NitNeil Partners, a real estate investment firm that acquires and develops self-storage facilities, is building a project in Clearwater, Florida. Slated to open in January 2023, the facility at 25856 Highway 19 will comprise 70,000 rentable square feet in 725 units. Based in Atlanta, NitNeil is in the process of assembling a new self-storage portfolio after selling 22 properties a year ago. It’s focused primarily on the Southeast and Southwest.

One Storage opened in a shopping mall in Parañaque City, Manila, Philippines. The facility at B1 Ayala Malls Manila Bay, Diosdado Macapagal Boulevard, on the corner of Aseana Avenue is the first of its kind in the city, according to company founder Sofia Palaganas.

Fort Myers, Florida-based Seagate Development Group will convert an existing structure in Punta Gorda, Florida, into Isles Luxury Storage. The project at the corner of Aqui Esta Drive and Bal Harbor Boulevard will comprise 20,000 square feet in 136 climate-controlled units. It’ll reuse many of the structure’s existing features while including an enclosed drive-through loading area. The facility is designed by architectural firm PDS Architecture Inc. and engineering companies Energy Concepts of Southwest Florida Inc. and Select Structural for Broadway Shoppes LLC. It’s expected to be complete by year-end. Seagate specializes in commercial and residential development as well as property management.

SecureSpace Self Storage opened a six-story facility in the Maspeth community of Queens, New York City. The building at 59-20 Borden Ave. comprises 101,387 square feet of climate-controlled storage. Based in Torrance, California, SecureSpace operates 44 facilities in several states.

Norway-based Self Storage Group ASA (SSG) has agreed to purchase a property in Hønefoss, Sweden, for SEK 3.1 million on which it intends to build a 4,670-square-meter facility. Once complete, it’ll be the company’s third location in the city. SSG operates 131 facilities across Scandinavia under the City Self-Storage and OK Minilager brand names. Its portfolio comprises 180,500 square meters.

Shurgard Self Storage Europe SARL, the European affiliate of U.S.-based REIT Public Storage Inc., opened new facilities in Capelle aan den Ijssel, Netherlands, and Dusseldorf, Germany. The two-story Capelle property comprises 4,500 square meters in 700 units, while the four-story Dusseldorf location offers 4,500 square meters in 600 units. Shurgard has seven projects in various stages of planning in Germany and the Netherlands.

Shurgard also intends to develop a new facility in the Chadwell Heath area of East London. Expected to open in 2023, it’ll comprise approximately 6,800 square meters in about 1,000 units. The company has one other London project in its pipeline. It operates 260 self-storage properties comprising 1.3 million net rentable square meters in Belgium, Denmark, France, Germany, The Netherlands, Sweden and the United Kingdom.

Storage Platforms is building a four-story facility in South Orange, New Jersey. Plans for the five parcels at 311-317 Valley St. include a 140,000-square-foot building designed by architecture firm Marchetto Higgins Stieve PC.

Turnstone Group LLC received rezoning approval, allowing it to move forward with a mixed-use development on a 2.6-acre parcel in McDonough, Georgia, that’ll include self-storage and business-rental space. The three-story building at 813 Jonesboro Road will be the last self-storage facility in the area. The board of commissioners passed a resolution earlier this year to prohibit self-storage in the city’s new Highway Corridor Overlay District; however, Turnstone had submitted its rezoning request prior to the decree’s passage. Founded in 2001, Turnstone is an Atlanta-based real estate investment firm with interests in self-storage.

Phoenix-based U-Haul International Inc. is converting the former Rio Grande Landscaping property in Santa Fe, New Mexico, to self-storage. Expected to open in November, the three-story building at 7295 Cerrillos Road will comprise 103,413 square feet in 811 units. Established in 1945, U-Haul owns and manages more than 75 million square feet of storage space nationwide.

Irish self-storage operator U Store It is developing a five-story facility off Kennedy Way in Belfast, Ireland. Excepted to open by year-end, it’ll offer up to 1,600 units. The project is being developed in a joint venture with global real estate investment-management firm Heitman LLC. U Store It operates seven facilities in Belfast, Cork, Dublin and Waterford, Ireland.

An unnamed development was approved for Shelton, Connecticut. The planning and zoning commission agreed to a modification to its existing planned-development district for 445 Access Road, allowing the construction of a three-story storage building. The facility will replace a single-story warehouse.

A joint venture between real estate investment firms 2GR Equity and Connell Realty Services Inc. is developing a 562-unit self-storage facility at the corner of Cardinal Road and State Highway 77 in Waxahachie, Texas. The project is expected to be complete by year-end. The property will be managed by Dallas-based Lone Star Self Storage.

Acorn Mini Storage expanded its location in Port Orange, Florida. Built in 2020, the property at 6250 S. Williamson Blvd. offers more than 350 climate-controlled and traditional units as well as about 3 acres of boat/RV-storage space. Acorn also operates locations in Boca Raton, Lakeland and Palm Bay, Florida.

The Butler Family opened Palmetto Self Storage in Laurens, South Carolina. The facility at 31 Cranes Park Drive offers 132 units as well as outdoor vehicle storage. The family also owns Gwinn’s Siding and Window Co. across the street from the storage location.

Columbus Capital LLC intends to convert a former Smith’s grocery store into self-storage in Los Alamos, New Mexico. The 58,000-square-foot building will include a management office and retail space in the front, with the remainder of the building used for storage units. The planning and zoning commission is expected to review the application for a special-use permit on Sept. 28. Based in Santa Fe, New Mexico, Columbus is a real estate brokerage, development and management firm.

Flexiss Group, which operates the SureStore brand in the United Kingdom, has opened a new facility in Wokingham, England. The four-story building on Molly Mollars Lane comprises 80,303 square feet on a 1.5-acre brownfield site. It’s the company’s first carbon-neutral store and the third designed and built by Triton Construction. Flexiss partnered with the Industrial Property Investment Fund for Legal & General, which owns and funded the development. It operates 10 SureStore locations in Ashton-Under-Lyne, Bolton, Burton, Bury, Cannock, Lichfield, Northwich, Stafford, Trafford and Wigan. It has seven projects underway, all expected to open in the next 15 months.

The second phase of construction is underway at LuxeLocker Boat & RV Storage in Boise, Idaho. The 63-unit project at 7373 S. Federal Way is being built by Forge Building Co. Once complete, it’ll offer 107,023 square feet, with the average unit size about 700 square feet. LuxeLocker has locations in Lake Havasu and Phoenix, Arizona; Boise, Idaho; Las Vegas and Reno, Nevada; and Richland, Washington. Unlike traditional self-storage, it offers units for individual purchase, including build-out options such as water, electricity, HVAC and more.

Public Storage Inc., a self-storage real estate investment trust and management company, received zoning-commission approval to build a three-story, 71,259-square-foot facility in Delray Beach, Florida. The project will be erected on a vacant 1.8-acre lot on the southwest corner of Atlantic Avenue and Florida’s Turnpike. Public hearings will be held early next year, followed by a vote from county commissioners. If approved, construction will begin in 2024. Based in Glendale, California, Public Storage has interests in 2,807 self-storage facilities in 39 states, with approximately 200 million net rentable square feet.

The Ste. Genevieve, Missouri, Planning and Zoning Commission approved a special-use permit that’ll allow S & W Storage to pursue a self-storage development at 11307 Save-A-Lot Drive, in a general-commercial district. There was no public opposition to the request.

Expected to open in the second quarter of 2023, the 1,300-square-meter building will operate under the company’s City Self Storage brand. SSG operates 131 facilities across Scandinavia under the City Self-Storage and OK Minilager brand names. Its portfolio comprises 180,500 square meters.

Shredall EM Ltd. submitted an application on behalf of Zenith Planning and Design to convert a building in Hucknall, a market town in Nottinghamshire, England, to self-storage. The site previously served as a car showroom, garage and gas station. Plans for the property include interior units and portable-storage containers.

Spartan Investment Group, which operates the FreeUp Storage brand, is expanding its facility in Huntsville, Texas. Expected to open later this year, the project will add 45,000 square feet at 20 FM 1791. The property currently offers 44,460 gross square feet in 320 units. Based in Golden, Colorado, Spartan is a privately held development, property-management and real estate firm.

SROA Capital, which operates the Storage Rentals of America brand, intends to expand an existing facility in North Smithfield, Rhode Island. The project at 415 Eddie Dowling Highway would include some demolition and the construction of a three-story, 61,200-square-foot building on about 1.2 acres. The planning board recently approved the master plan, but the development also requires special-permit approval for self-storage in a business-highway zone as well as building in a water-protection overlay district. Officials have applied several conditions to the project including a stipulation that the new building be “solar ready.” SROA owns 329 self-storage facilities in 24 states.

StoreAway, which operates two facilities in England, has converted the former Beatties department store in Birmingham, England, to self-storage. The three-story facility at 1482 Corporation St. comprises 60,500 square feet in 650 units. StoreAway opened its flagship facility in Liverpool in May and a second location in Cheltenham in June. It also has projects underway in Bath, Basildon and Swindon, England, all of which are expected to open later this year or in early 2023.

TAC Pearl River LLC intends to build a self-storage facility on 3.23 acres in Pearl River, New York. The project at 112 W. Crooked Hill Road would comprise 106,900 square feet in 420 units. TAC acquired the property in May 2021 and recently secured an $18 million construction loan from Fifth Third Bank. The previous property owner, Route 304 LLC, proposed a self-storage project in 2008 and received site-plan approval in 2016, but the development faced strong opposition from residents and ultimately stalled in a court battle. TAC is a division of The Ardent Cos., an Atlanta-based real estate investment firm.

True Storage, which owns seven facilities, is converting a former Kmart store in FrenchTown, Michigan. The board of trustees approved a rezoning for the property at 1290 N. Monroe St. in spring 2021. Expected to open in March, the building will offer climate-controlled units. True Storage also plans to sell portions of the parking lot as retail space. Based in New Hampshire, the company focuses on ground-up construction and conversion projects.

Phoenix-based U-Haul International Inc. received a special permit from the Warwick Zoning Board of Review to convert the former Ann & Hope outlet store in Warwick, Road Island, to self-storage. Plans for 1680 Post Road include adding 1,600 units inside the 240,000-square-foot building. U-Haul will also add a fleet of moving trucks and other rental equipment, and a service area for vehicle maintenance. The company is purchasing the property from Crossroads Capital Fund VI LLC, which will buy back a small lot in the front of the site to develop four buildings for retail or restaurants. Established in 1945, U-Haul owns and manages more than 75 million square feet of storage space nationwide.

A development proposal from Advantage Self Storage was rejected by the Allen, Texas, Planning and Zoning Commission. Plans for the parcel near Custer Road and Ridgeview Drive included as many as three stories of self-storage comprising 700 units, plus an extension of a hiking and biking trail from the cul-de-sac of an adjoining neighborhood. City staff recommended denying the application because the land is zoned retail, with the future use reserved for landscaping and a community center, according to planning manager Hayley Angel. City staff supported the project when introduced in July 2021, however, they withdrew their backing last month following backlash from neighbors. Advantage founder Rick Jones has 10 days to appeal the commission’s decision. If he does so, the proposal will be presented to the city council for final vote.

Countryside Self Storage is expanding to include more than 100 additional units at 1800 E. 4th St. in Pittsburg, Kansas. The company operates two other locations in Pittsburg as well as one each in Frontenac, Kansas, and Joplin, Missouri.

CubeNow Self-Storage opened in Warsaw, Indiana. The building at 1701 E. Center St. was converted from a former Ace Hardware store. It contains 230 climate-controlled units and outdoor vehicle storage. It’s owned by Swift Group, a development firm that specializes in repurposing vacant buildings.

Cubicle Sweet Cubicle completed its conversion of a former Marsh Supermarket in Kokomo, Indiana. The 300-unit self-storage facility at 208 E. Southway Blvd. required a special exception from the board of zoning appeals. This is Cubicle’s first location.

Darkenwald Corp. intends to build a self-storage facility on a 26.78-acre lot in Albertville, Minnesota. Plans call for an eight-building complex, including a 42,000-square-foot climate-controlled structure at the northeast corner of 67th Street and Karmen Avenue. The city council recently approved a zoning change to a planned unit development/general-industrial district, along with site and building plans. Officials want to see a security program when final plans are submitted. Founded in 1969, Darkenwald specializes in commercial and industrial development.

Depot Self Storage is set to begin construction on a new facility at the corner of 14th Street and Nebraska Avenue in York, Pennsylvania, on the site of the former York Cold Storage building, which was demolished about two years ago. The first of three buildings, comprising 36 units, are expected to be built this fall. The property will be managed by Jeff and Patsy Beins, who own AAA Self Storage. Depot is owned by Jeff’s parents, Jim and Sheri Beins, who are silent partners in AAA.

Derrel's Mini Storage received site-plan approval for a three-phase self-storage project in Hanford, California. The facility will ultimately comprise 99 storage buildings and a manager’s residence on 28 acres at the end of 5th Street, which runs parallel to the north side of Highway 198. The city intends to annex the land from the county. Construction on the first phase is expected to begin within two years and will include the residence and 39 buildings. The second phase will expand the site by 22 buildings, while the final phase will add 38 structures and possibly carports and/or RV storage. Derrel’s has more than 70 locations across California.

DEStorage LLC intends to build a facility in Milton, Delaware. The property at Palmer Street Extended and Route 16 would comprise about 120,000 square feet in a pair of two-story buildings and two single-story structures. It’ll also include a separate office building. The planning and zoning commission recently granted a special-use permit for the project but made rezoning and the city’s annexation of a half-acre portion of the 7-acre parcel part of its stipulations. Founded in 1974, DEStorage operates seven locations in Delaware and one in Pennsylvania.

KEEPS.Rentals Self Storage received a conditional-use permit from the planning commission to convert the former Bridal Elegance store in Ottawa, Illinois, to a mixed-use project that’ll include self-storage and a laundromat. The separate businesses at 205 W. Etna Road will share a main office. The project will be considered by the city council on Sept. 6. If it’s approved, company president Doug Olson will purchase the 3.73-acre property from the Ferracuti Family. KEEPS.Rentals also operates a facility in Sycamore, Illinois.

A partnership consisting of real estate investment firm Kirchhoff Cos. as well as the Kirchner and Yassky Families is redeveloping the former Thruway Plaza Shopping Center in Nanuet, New York, into a mixed-use project that’ll include self-storage. Plans for the 6.6-acre property on New York Route 59 include a four-story facility comprising 115,000 square feet. Though self-storage is a permitted use in the zone, the proposal will need to be weighed against the New York State Environmental Quality Review Act before the planning board can vote on it.

Liberty Self Storage received approval to build a facility in Ripon, California. Plans for the 7.82-acre vacant lot northeast of California State Route 9 include 170,300 square feet of storage. SS Developments of Gilbert, Arizona, will be the builder.

Nova Storage, which operates 10 facilities in Los Angeles, San Bernardino and Ventura Counties in California, expanded its flagship facility in South Gate. The project at 5951 Firestone Blvd. adds 77,000 rentable square feet of climate-controlled units to the existing 98,000. Founded in 1982 and headquartered in Mission Hills, California, Nova is locally owned and operated.

QOZ Self-Storage LLC, an affiliate of Devon Self Storage, intends to convert an 86,395-square-foot former Kmart that sits on a 13-acre parcel in Allentown, Pennsylvania. The building at 1502 S. 4th St. has been vacant since 2019. The finished self-storage facility will comprise about 123,000 square feet in 590 indoor and 220 exterior units. QOZ received preliminary site-plan approval in April. Headquartered in Emeryville, California, Devon operates 81 facilities across 22 states. Its portfolio comprises more than 5.2 million net rentable square feet.

Storage Ninjas opened new facilities in Ashland and Grand Island, Nebraska. The first phase of the project at 100 Highway 6 in Ashland comprises 20,000 rentable square feet. The Grand Island location at 3230 E. Highway 34 comprises 27,000 square feet in more than 200 units. Both offer outdoor vehicle storage.

StoreAway is converting a former furniture-storage warehouse in Bath, England, to self-storage. The two-story London Road facility will comprise up to 27,000 square feet in 245 units. The company has secured a £5.2million investment from Nash Business Capital Ltd. to fund the project. StoreAway launched earlier this year with plans to repurpose more than a quarter-million square feet of unoccupied shopping and leisure space to self-storage. It has additional projects underway in Basildon, Birmingham and Swindon, England.

An unnamed developer received zoning approval to convert Club Pure in Sayreville, New Jersey, to self-storage. The 138,000-square-foot parcel on the east side of New Jersey Route 35 includes a single-story masonry building and several other structures on the north end.

Another unnamed developer is converting the former Rainier Valley Farmers Market in Seattle to self-storage. A local real estate broker purchased the triangular-shaped property at 2119 Rainier Ave. S. last year for $1 million. Plans include a seven-story building designed by local firm Jackson | Main Architecture.
