Self-Storage Development and Zoning Activity: April 2021
November 11, 2022
Update 11/11/22 – Superior Court Judge Mitchell Beckloff ruled that Long Beach, California, officials violated the California Environmental Quality Act when it approved the mixed-use self-storage project proposed for Pacific Place by InSite Property Group, bringing at least a temporary halt to construction. All work at the site must cease until the city has prepared a report that addresses the development’s biological, cultural, environmental and recreational impact.
Attorneys for InSite as well as property owner Artesia Acquisition had argued that the impact report was unnecessary because of the mitigated negative declaration adopted by the city council. Though the environmental groups that filed the legal challenge have cited they’re fighting to preserve the land for a public park, city officials have contended that using it in that manner has never been a formal consideration.
7/7/21 – 2507 Dundas Storage GP Corp., an affiliate of Canadian self-storage operator Dymon Storage Corp., has withdrawn its zoning-change application for the proposed self-storage project at 2507 Dundas St. W. in Oakville, Ontario. The move was made ahead of a staff report recommending against the development, which was submitted to the city council on July 5.
The report included arguments from senior planner Kate Cockburn that self-storage isn’t a good fit for the city’s urban, pedestrian-oriented and transit-supportive growth areas. The use doesn’t generate enough employment to support transit infrastructure, nor promote enough pedestrian activity, she said.
It’s unclear whether Dymon’s decision was impacted by objections from the Trafalgar Township Historical Society over the repurposing of the historic Switzer House, which sits on the property.
Founded in 2006, Dymon operates eight self-storage facilities in Ottawa, and one each in Brampton, Kanata and Etobicoke, Canada. It’s an affiliate of the Dymon Group of Cos.
6/22/21 – Jay and Diana Volsey are nearing approval to build a facility in Jefferson County, Missouri, after altering their proposal to change the facility’s entrance. Following the commission’s zoning denial in March, Jay Volsey withdrew the application and submitted a new one that includes two entrances further west on Highway B. With a 4-2 vote on May 13, the planning and zoning board recommended the council move forward with the zoning request and development plan. The Jefferson County Council voted 6-1 on June 14 to greenlight the revised proposal. A final vote is slated for June 28.
5/19/21 – The mixed-use project proposed by InSite Property Group for Long Beach, Calif., is coming under fire. Community organizations filed a legal complaint last week against the city council to prevent the SecureSpace Self Storage facility and collaborative businesses from being built along Pacific Place. Filed in Los Angeles Superior Court by Los Angeles Waterkeeper and the Riverpark Coalition, the petition argues the council’s approval isn’t sufficient to move the project forward, as it didn’t consider an environmental-impact report. The petitioners’ aim to halt the project until an ecological review is conducted.
The entire development would comprise about 20 acres of open space, split into two parcels, along the Los Angeles River, which residents argue would “significantly reduce” recreational opportunities in the area. The self-storage facility would be built on the Artesia parcel, which formerly housed a golf driving range. That portion would also include 578 vehicle-storage spaces, a self-serve car wash and waste-disposal station. The second parcel, MacDonald, would include a 77,000-square-foot warehouse with a 10-truck loading dock, according to the petition.
“Heightening the potential for adverse environmental impacts, there are 13 abandoned oil wells in the project area, surrounded by land that formerly stored toxic waste and sewage that is now buried,” the petition states.
InSite previously indicated it would seek input from the city and state toxic-substances-control departments to protect the neighborhood from environmental hazards. It also proposed adding a small nature preserve at the northern end of the property.
Based in Redondo Beach, Calif., InSite is an integrated developer, builder and operator of commercial real estate. SecureSpace operates 12 self-storage facilities in six states.
4/22/21 – The global self-storage development pipeline continues to be extremely dynamic. Inside Self-Storage regularly covers new projects being planned and approved as well as zoning and other municipal issues. Following is additional activity taking place in April 2021.
All Storage, which operates more than 50 facilities in Oklahoma and Texas, opened three new facilities in Fort Worth and Prosper, Texas. The Fort Worth location at 650 E Bonds Ranch Road comprises 194,000 square feet in a four-story structure and seven single-story buildings. Another Forth Worth site at 16120 Double Eagle Blvd. comprises 210,000 square feet in a pair of three-story buildings. The three-story Prosper facility at 920 Cook Lane comprises 147,090 square feet.
All Storage also received approval for additional developments in Arlington and McKinney, Texas. The Arlington project at the intersection of Highway 157 and Viridien will comprise 200,000 square feet and offer covered RV spaces. The four-story McKinney development at Highway 164 and Lake Forest will comprise 168,000 square feet. Both are expected to be complete by fall 2022.
The Box opened a new flagship facility in the Jumeirah Lake Towers area of Dubai, United Arab Emirates (UAE). The facility offers drive-up units ranging from 400 to 600 square feet, with dedicated parking spaces for loading and unloading. It features biometric security and a shipping-fulfillment center. Amenities include an auditorium, gym, library and workspaces. Under its carbon-neutral initiative, the company will plant a tree for every new customer, with a goal to plant 50,000 trees by 2025. Established in 2007, The Box operates more than 30 facilities in the UAE.
Brookwood Properties LLC, which operates more than 50 self-storage facilities in Louisiana, Mississippi and Texas, opened a new location in Austin, Texas. The three-story facility at 4500 S. Congress Ave. comprises 146,500 rentable square feet in 1,500 units. It’ll be managed by real estate investment trust (REIT) Life Storage and branded under its name. Rosehill Construction LLC was the general contractor. Kaufman Design Group was the architect. Based in Baton Rouge, La., Brookwood operates 11 facilities in Texas.
Self-storage developer Coastal Storage Group and real estate development firm Miller-Valentine Group are building a three-story facility in Knoxville, Tenn. Expected to open in a year, the project near the intersection of Interstate 40 and Rutledge Pike will comprise 100,300 square feet. It’ll be managed by REIT Extra Space Storage Inc. Based in Charleston, S.C., Coastal owns and operates facilities in the Southeast. Founded in 1963, Miller-Valentine provides design/build construction, development and property-management services in the Midwest, Southeast and Southwest.
The Trafalgar Township Historical Society (TTHS) has expressed concerns about a six-story, mixed-use project proposed for Oakville, Ontario, by Canadian self-storage operator Dymon Storage Corp. In addition to self-storage, the facility would include office and retail space, plus 77 parking spaces. The property at 2507 Dundas St. W. houses a 150-year-old, two-story heritage home known as the Switzer House. Built in 1868, it was designated as historical under the Ontario Heritage Act. Dymon plans to move the home to a new spot on the property and convert it to office use. The proposed location would be out of context with the scope and scale of the storage facility, according to TTHS Chair Michelle Knoll. Dymon submitted a Heritage Impact Assessment to the city, but it doesn’t include an analysis of the impact the storage building would have on the heritage home or address its relocation, said Kate Cockburn, town senior planner. David McKay, a partner with MHBC Planning Urban Design & Landscape Architecture, which represented Dymon during the meeting, said the plans could be modified to address any concerns. The council plans to review the proposal later. Founded in 2006, Dymon operates eight self-storage facilities in Ottawa, and one each in Brampton, Kanata and Etobicoke, Canada. It’s an affiliate of the Dymon Group of Cos.
Himmelrich Associates Inc. is converting a warehouse in Baltimore to self-storage. Built in 1986, the property at 211 Stockholm St. comprises 36,287 square feet. Himmelrich purchased the building in 2006 and owns three adjacent properties at the intersection of Ostend and Sharp Streets. Once complete, the facility will be managed by Extra Space. Based in Baltimore, Himmelrich is a real estate firm focused on adapting industrial properties for commercial use.
Development and real estate firm InSite Property Group, which operates the SecureSpace Self Storage brand, received approval to build a facility in Long Beach, Calif., despite local opposition. The council voted 7-1 to permit the project at 3701 Pacific Place, near the banks of the Los Angeles River. The planning commission approved the zoning change and permits in December for the three-story facility, which will comprise 152,000 square feet. More than 6,000 square feet of office space will also be included and will serve as the company’s new headquarters. Several community groups formed the Riverpark Coalition to protest the proposal, hoping the privately owned property would become a park. They also requested an environmental review. City officials said the site’s history of oil-related uses has left the soil contaminated with lead and arsenic. Furthermore, it’s zoned for industrial use. InSite said it’ll take steps to protect the neighborhood, seeking input from the city and state toxic-substances-control departments. The self-storage operator has also proposed adding a small nature preserve at the northern end of the property that could link to future developments on the 11-acre strip, which is owned by the county.
InSite also intends to develop a storage facility on a 31,500-square-foot parcel in Queens, N.Y. Adjacent to 58-80 Borden Ave. in Maspeth, the site was acquired for $18 million from the Home Depot USA. Based in Redondo Beach, Calif., InSite is an integrated developer, builder and operator of commercial real estate. SecureSpace operates 12 self-storage facilities in six states.
Miami-based Larkspur Acquisitions is facing community opposition in its quest to convert a former Shopko retail store in Beloit, Wis., which sits on 8.6 acres and has been vacant for two years. The company has filed a conditional-use permit to allow indoor storage for the building at 2762 Prairie Ave. The planning commission unanimously approved the application, but city council members are facing pressure from residents to reject it in favor of finding another retailer or grocer. The city’s planning and building services division issued a Facebook statement noting that as long as the use falls within the approved zoning, the city can’t deny the project. A public hearing will be held before the council votes on the proposal. If approved, construction would begin this August, with the facility opening in a year.
Let's Store It opened a new facility in Kewanee, Ill., it’s third location in the state. The property at 218 E. Third St. contains 57 units and has room for expansion. Owned by John Wathen, the company also operates locations in Ottawa and Sheridan, Ill.
James Lockhart, owner of Lockhart Storage Centers, received approval to move forward with a three-story facility in Loxahatchee Groves, Fla. The project for the 2.5-acre parcel on the north side of Southern Boulevard will be designed to look like a two-story structure, according to Bradley Miller, principal of Urban Design Studio, the architecture firm. Lockhart operates a facility in West Chapel, Fla.
Construction and excavation company Matson Development Co. is building Summit Storage in Kennewick, Wash. Expected to open this fall, the $5 million project at 9501 W. 10th Ave. will comprise 80,000 square feet in 642 units. Owned by Matson Storage LLC, it’ll be managed by West Coast Self-Storage Group, an Everett, Wash.-based company that provides third-party management. Hummel Construction & Development is the contractor. Based in Kennewick, Matson Development is owned by Ben and Travis Matson.
Northlake RV & Boat Storage opened in Roanoke, Texas. The facility at 1801 Whyte Road offers more than 350 vehicle-storage spaces with electricity, dump stations, air and potable water. It’s locally owned and operated.
Poverni Sheikh Group LLC and PV Asset Management intend to build a mixed-use development containing self-storage and a fast-food restaurant in the Levittown area of Middletown Township, Pa. The project would be built on 2.83 acres at the site of the former Aldi grocery store on Woodbourne Road. The Baltimore-based companies are seeking eight zoning variances, including the allowance of self-storage in a commercial district. The fast-food business would occupy the front of the property. It’s unclear if the former grocery store would be converted or demolished. It’s been vacant since 2019. Poverni is a vertically integrated real estate development company that specializes in commercial, multi-family and self-storage across the mid-Atlantic.
Rock-It Storage in Daphne, Ala., opened. The three-story facility comprises 74,000 net rentable square feet in 631 units. Designed by Dallenbach-Cole Architecture, it’s owned by Gulf Storage Group, a Natchez, Miss-based self-storage holding company.
Mark Saliterman received approval to build self-storage inside a vacant space at the Westrock Shopping Center in Rockford, Minn. As chief managing partner for the center, he turned to storage for the property at 8900 Walnut St. after failing to lease it to a retailer for several years. The space will include small retail shops near the front, with climate-controlled storage in the back. He hopes to open the facility this summer, but a steel shortage could delay it until next year.
Shurgard Self Storage Europe SARL, the European affiliate of U.S.-based real estate investment trust Public Storage Inc., is building a new facility in Lagny-sur-Marne, a commune in the eastern suburbs of Paris. Slated to open next year, the facility will comprise 59,000 square feet in 800 units. Shurgard operates 40 locations and has four other projects underway elsewhere in the city. Strategic Storage Trust VI Inc. (SST VI), a public non-traded REIT sponsored by an affiliate of SmartStop Self Storage REIT Inc. (SSSR), intends to build a six-story facility on a 2.7-acre parcel it recently acquired in the Weston neighborhood of Toronto. The property at 1480 Jane St. will comprise about 99,000 net rentable square feet in approximately 1,200 units. It'll be developed as a joint venture between SST VI and SmartCentres Real Estate Investment Trust, a Canadian REIT that specializes in retail real estate. The project will be the eighth between the partners. SSSR has about $1.7 billion of real estate assets under management, including an owned and managed self-storage portfolio of 153 properties in 19 states and Toronto. The portfolio comprises approximately 11.7 million net rentable square feet.
Indianapolis-based Tiptonia Partners LLC intends to convert a former Kroger supermarket at the corner of Central Avenue and National Road in Columbus, Ind. The board of zoning appeals previously approved a conditional-use application for the structure to be used for self-storage. Renderings indicate a two-story facility branded under the Extra Space Storage name. Vacant since 2016, the site was acquired by Tiptonia in March for $3.6 million. No site plans have been submitted. Tiptonia’s application also requested to divide the parking lot on the north side of the property into two lots, with the intent to sell the properties for other business uses.
Phoenix-based U-Haul International Inc. is converting the former Capitol Archives & Record Storage building in Hartford, Conn., to self-storage. Once complete, the four-story building at 618 Capitol Ave. will comprise 87,387 square feet. U-Haul purchased the site last month for $1.1 million. The property at 6704 Mineral Wells Highway includes 201 covered spaces, 20 garage-style units and a variety of other parking spots. It’s the sixth ground-up development for the company, which operates seven self-storage facilities in North Texas, with four more locations scheduled to open this year. Three other projects are in the early phases of development, according to owner Mitch Breeden.

Based in Glendale, Calif., Public Storage has interests in 2,504 self-storage facilities in 38 states, with approximately 171 million net rentable square feet.
Pawtucket, R.I., officials are considering two self-storage developments. SAFStor Real Estate Co. LLC intends to build a facility at 602 Mineral Spring Ave. near the city’s waste-transfer station. The site is somewhat limited due to the presence of wetlands and grade changes. It’s in an area near San Antonio Way that officials want to see upgraded aesthetically. City planners are scheduled to hold a public hearing on the project on April 20. Another project has been proposed by WSP II Pawtucket LLC, which wants to convert a former medical building at 555 Prospect St. The company acquired the 76,000-square-foot building in September for $1.45 million.
Save It All Self-Storage LLC is facing opposition in its quest to build a self-storage facility on a 12-acre parcel in Port Charlotte, Fla., behind a substation for Florida Power and Light (FPL), which owns the property. The land is along an old canal, south of Cochran Boulevard, and visible from U.S. Highway 41. Though Charlotte County Commissioners voted 4-1 to move the proposal forward, commissioner Chris Constance urged community members to oppose the development because of the trees on the site and possible future land use as a park. James Herston, the engineer representing the storage operator, told the commission the developer would attempt to retain the vegetation along the bank of the canal to avoid soil erosion. The property is zoned commercial but also earmarked as “parks” under the city’s future land-use zoning. Thomas Muller, who lives in the neighborhood, wrote a letter to FPL and met with about 30 community members, who agreed they would rather the land be designated a park, not for commercial use. Commissioner Joe Tiseo pointed out that the parcel is zoned for commercial, and the commission can’t override it.
Shurgard Self Storage Europe SARL, the European affiliate of U.S.-based Public Storage, is looking to develop a new facility in the Paris market, and has already signed a land-purchase agreement for a property. Expected to open in 2022, the building will comprise 5,200 square meters in more than 700 units. Shurgard operates 244 self-storage facilities comprising 1.2 million net rentable square meters in Belgium, Denmark, France, Germany, The Netherlands, Sweden and the United Kingdom.
Spartan Investment Group (SIG), a real estate investment company that specializes in self-storage and residential investments, intends to expand a storage facility it recently acquired in Huntsville, Texas. Built in 2004 at 20 F.M. 1791 Road, A Space Place Self Storage comprises 50,094 square feet. The four-building expansion would add 41,475 square feet. The Huntsville Planning Commission recommended approval for the project last month, with SIG agreeing to increase screening and landscaping along public right-of-ways, among other conditions. The city council was scheduled to hold a public hearing to discuss the project on Tuesday.
Storage Inns of America, which operates 10 facilities in Ohio, has begun a $2.2 million expansion of its facility in Dayton. It’ll add 44,000 square feet to the 120,000-square-foot site at 6400 Bigger Road. The new climate-controlled units will be available this fall. Storage Inns of America operates facilities in Beavercreek, Centerville, Dayton, Huber Heights, Miamisburg, Moraine and Troy.
The Jefferson County, Mo., Planning and Zoning Commission voted 5-2 on March 25 to recommend against a zoning change that would allow Jay and Diana Volsey to build self-storage across from the Raintree Plantation subdivision. Checkered Flag Storage would be built on 13.47 acres in the 6000 block of Highway B. The three adjoining lots are zoned residential and currently hold two homes, one of which is occupied and another that would be demolished. The development would include 14 storage buildings and 60 uncovered boat/RV spaces. The project is supported by the Raintree Plantation Property Owners Association but faces opposition from nearby residents. Some planners and residents objected to the project over traffic-safety concerns, citing the facility’s proximity to a curve in the road. The county council, which has final say on the zoning request, is expected to review the project this month.
Real estate developer Dan Wagner intends to build Gravois Self-Storage in Sappington, Mo. The 120,000-square-foot project would be built on 4.7 acres at 11411 and 11431 Gravois Road in unincorporated St. Louis County. Planners voted unanimously to recommend the project in March but included several conditions, including architectural review. Officials stipulated the facility must include fenestration on at least 35 percent of the building front and the first 100 feet along both sides of the structure. The remainder of the building should feature brick veneer, stone or another approved material. Window embellishments must be part of the architectural review. Other conditions include decorative perimeter fencing and landscape buffering in the front and back of the property. The site houses an automotive business and offices, along with a single-family home. The structure proposed by Wagner would appear as two stories in the front but single story in the back. The project must still be approved by the city council.
Phoenix-based U-Haul International Inc. converted a building in Framingham, Mass., that once housed Sanofi Genzyme, a biotechnology company. The facility at 15 Pleasant St. Connector comprises 93,088 square feet in 636 indoor climate-controlled units. Established in 1945, U-Haul owns more than 66 million square feet of storage space.

Designed by Stephen Bourne, an architect with the firm Site + Plan + Mix LLC, it was developed by Salmon Creek Self-Storage LLC and built by JPR Construction.
Waukesha, Wis., officials will consider a proposed mixed-use development next week that would convert a former Kmart at the Sunset Crossings strip mall to self-storage and separate retail space. The unidentified developer has requested a Planned Unit Development (PUD) amendment that would allow self-storage in the 60,000-square-foot vacant structure. The project would comprise 53,5000 square feet of self-storage and two 2,500-square-foot retail spaces. The building’s façade would be remodeled to reflect the three storefronts. Planners will consider the PUD amendment on Tuesday, while the common council will review it on Thursday.
