Self-Storage Development and Zoning Activity: January 2023

Update 7/1/23 – Montar Group LLC received site-plan approval for its project in Orange, Connecticut. Plans for the property at 16 and 22 Salemme Lane include a 121,200 square-foot building with 900 units. The proposal was approved unanimously but included some stipulations, such as the need to install a fire hydrant on the southwest corner of the property and add an evergreen buffer on the west side.

Montar has requested a sanitary connection through a property easement to connect to Yale University. If that connection can’t be obtained, the developer will provide its own septic system, according to Jeff Bord, the project’s engineer. The Town of Orange Health Department will also need to approve the sanitary-disposal system.

6/9/23 – The Atlanta Department of City Planning issued a special administrative permit (SAP) and three requested zoning variances for the project proposed by the Atlanta Botanical Garden (ABG) on behalf of its client, Public Storage. However, it’s unclear if the facility will include a retail element, which was requested by the community and Atlanta BeltLine advisors. The developers haven’t yet submitted an application to demolish the existing structure or requested building permits, a source reported.

ABG sought zoning variances for the addition of opaque glass along the neighborhood side to block the view, an increase in a tree-planting zone, and a reduction of the building setback requirement. No conditions were applied.

“The non-storage uses are supportive of the active-use requirement encouraged by the city, the Atlanta BeltLine and the residents of the Virginia-Highland neighborhood,” according to the SAP statement about the setback variation. “Strict application of the regulations will decrease the opportunity to construct as part of the development any spaces for active use.”

In addition, the self-storage project won’t be affected by a new zoning ordinance passed by the Atlantic City Council that bans warehouses, self-storage and distribution centers within 500 feet of the Atlanta BeltLine. The change corrects a proofreading error made during a previous update to the city’s code. It’s this oversight that enabled the ABG proposal the ability to move forward.

4/10/23 – Del Prete Construction Inc. recently presented revised plans for its proposed self-storage facility on Drum Point Road in Brick Township, New Jersey, though neighboring residents appear to oppose the project. Modifications to the 15-building site include expanded landscaping and a continuous buffer around the perimeter. A 5-foot-wide strip would be kept clear for emergency-vehicle access. Emergency lighting would also be added behind the buildings to address community concerns about security.

Though residents were unable to comment publicly during the meeting, some in attendance made it known they were unhappy with the adjustments by occasionally groaning and shaking their heads in disagreement. At issue for some is the long, narrow shape of the parcel, which borders the backyards of residences behind Huppert and Leswing Drives.

The zoning board of adjustment will address the project for a third time on June 21, at which time public comments will be heard and a vote is expected.

4/5/23 – Residents along Cooledge Avenue continue to press Atlanta Botanical Garden (ABG) to alter the design of the self-storage facility it proposed on behalf of Public Storage. In a recent guest column on a local news website, 25-year resident Barry Branch Jr. indicated communication had broken down between community members and the developer. Though he acknowledged that ABG had improved its design in January, Branch indicated it didn’t meet requests to use more brick, restrict access onto Cooledge or create additional ground-level retail space.

Residents primarily want the self-storage facility to fit in aesthetically with the historical nature of Cooledge, which is one of only two original brick streets remaining in Atlanta. The community paid $24,000 in 1998 to remove asphalt and restore the underlying brick to its original condition, Branch wrote. In previous discussions with ABG, residents asked for ingress/egress concessions that would minimize the traffic impact along the street and for the design of the building to disguise its primary use as storage.

“Our main concern was that we did not want the building to look like a self-storage facility, and we presented examples of several recent self-storage facilities throughout metro Atlanta that achieved this,” Branch wrote.

Branch concluded the column indicating residents would like to re-engage ABG to further discuss the project.

3/3/23 – Springfield Holdings LLC received approval from the Springfield, New Jersey, Board of Adjustment for its self-storage project on Victory Road. The application passed 5-0, with two abstentions.

1/25/23 – Prior to voting on three zoning variations, members of the Atlanta BeltLine Design Review Committee (DRC) expressed concerns about the self-storage development proposed by Atlanta Botanical Garden (ABG) on behalf of its client, Public Storage Inc. During the Jan. 18 meeting, DRC members voted to recommend approval for the decrease in the required sidewalk width along Cooledge to allow for additional trees. However, they denied allowing storage within 20 feet of the sidewalk as well as the addition of opaque “spandrel” glass to hide storage units from the street view.

DRC members were also upset about ABG’s stance toward the retail aspect of the project. Though the developer agreed to pursue it, ABG attorney Kathy Zickert said the site doesn’t lend itself to this use. “We looked to see if there were users for this space and did not feel we would get anywhere,” she said.

She reminded the committee that the plan now included office space and a mural to reflect community concerns, and design changes were costly. In addition, Public Storage is required to review them. “We’re not trying to cram too much on here,” Zickert said. “We were in total compliance [with the industrial zoning] until we got these requests.”

DRC Chair Kevin Burke suggested the developer continue to pursue the retail component.

1/24/ 23 – Springfield Holdings LLC was granted two variances for its project in Springfield, New Jersey. The board expressed concern during its last meeting about the third variance, a request to increase the building height to accommodate five floors. The developer modified the plan by removing the fifth story and reducing the structure’s height from 55 feet to 43.7, which exceeds the 40-foot limitation by less than 10%, according to the source. The building will comprise 155,936 square feet, with the floor-area ratio reduced from 2.62 to 2.403. A turn-around lane for first responders was also added. Springfield Holdings will next present a full site plan to the board for approval.

1/19/23 – The global self-storage development pipeline continues to be extremely dynamic. Inside Self-Storage regularly covers new projects being planned and approved as well as zoning and other municipal issues. Following is additional activity taking place in January 2023.

A partnership between Bakke Development Corp. and Batson-Cook Development Co. is building SharyBak Storage in McAllen Texas. The three-story structure at 4901 E. Expressway 83 will contain 802 units. Expected to open in early 2024, it’ll be designed by Alamo Architects and constructed by Independent Contractors Inc.

BLT Martin Road LLC is building a three-story self-storage facility in Flowery Branch, Georgia. Plans for the 4-acre site at 4153 Falcon Parkway include 120,000 square feet.

Clear Sky Capital Inc. is developing Vista Self-Storage in Vista, California, which is expected to be complete next year. Together with a pair of The Collective Self-Storage facilities already operating in Arizona, the site is part of a seed portfolio for a new investment vehicle intended to expand Clear Sky’s self-storage platform in the West. Combined, the three properties offer 2,900 units. Founded in 2009, Clear Sky operates a portfolio that includes car washes, manufactured housing, multi-family housing and self-storage.

Del Prete Construction Inc., through affiliate Del Corp Holdings LLC, intends to develop a self-storage facility on a mostly wooded, half-acre lot in Brick Township, New Jersey. The project at 345 Drum Point Road would include nine single-story buildings. A single-family home would remain and be used on site. A Feb. 1 hearing will discuss the proposal, which requires a use variance because self-storage isn’t permitted in the Village Zone. Approval will require a supermajority of the zoning board of adjustment.

A joint venture between Devon Self Storage Holdings LLC and Inland Private Capital Corp. opened a new facility in Hazlet, New Jersey. The property at 3434 State Route 35 comprises 64,000 square feet in 652 units. It was converted from a former Sports Authority retail outlet. Headquartered in Emeryville, California, Devon operates 87 facilities across 23 states. Based in Oak Brook, Illinois, Inland is a real estate investment manager with a self-storage portfolio comprising 172 properties across 29 states, many of which are managed by Devon.

DIY Rentals received initial zoning approval to expand its self-storage facility in Terra Haute, Indiana. Plans for the property at 14th and Poplar Streets include three 20-by-100-foot buildings and one 10-by-140-foot structure. The zoning request will next be reviewed by the Vigo County Area Plan Commission.

Drive-Up Storage, which operates five facilities in Connecticut and New Jersey, opened a new location in New Rochelle, New York. The newly constructed building at 54 Nardozzi Place contains 1,120 climate-controlled units. Drive-Up is a wholly owned subsidiary of real estate investment firm Maya Capital Partners LLC.

DXD Capital opened a three-story self-storage facility in Litchfield Park, Arizona. The 1,019-unit property at 4830 N. El Mirage Road is managed and branded by real estate investment trust (REIT) Public Storage Inc. ARCO/Murray Design Build served as general contractor. Based in Albuquerque, New Mexico, DXD is a real estate and private-equity firm that leverages data technology to make opportunistic investments.

Fox Group opened a 15,200-square-foot Fox Self Storage facility in the Westpark 26 business park in Wellington, England, the company’s eighth site in the United Kingdom. Founded in 1971, the company offers self-storage, container storage and archive storage.

Garages of America received zoning approval to develop a self-storage facility in Frisco, Texas. Plans for the property on the northwest corner of Frisco Street and Research Road call for five structures, including one with three stories and four garage-style buildings comprising 126,100 square feet. Construction is expected to begin this summer and be complete by fall 2024. The company operates 11 Texas facilities designed specifically for luxury car storage.

Goodrich Mini Storage expanded its facility at 7281 S. State in Goodrich, Michigan. The addition includes 16,200 square feet in 80 units. The property now offers 270 units and 150 vehicle-storage spaces. Opened in 1994, Goodrich is family-owned and -operated.

A partnership between InSite Property Group and Roem Corp. intends to build a mixed-use complex that includes affordable housing and self-storage in San Jose, California. The storage facility would include an L-shaped, three-story building and two single-story structures. The project at 5670 Camden Ave. would be built on a 10.7-acre site that currently houses three schools. The developers have proposed subdividing the parcel into three lots, one each for the apartments, schools and self-storage facility. A preliminary proposal has been submitted to gauge feedback from city officials. Based in Santa Clara, California, Roem is a full-service acquisition, development and management firm that specializes in residential projects. Based in Torrance, California, InSite operates the SecureSpace Self Storage brand.

InSite also opened a new SecureSpace facility in Brea, California. The property at 2700 E. Imperial Highway comprises 95,875 square feet of climate-controlled space. SecureSpace operates more than 35 self-storage facilities in 11 states.

A joint venture between Liberty Investment Properties, which operates the My Neighborhood Storage Center brand, and StoreEase Inc. has opened a new location in Orlando, Florida. StorEase at 2175 Alabama State Route 150 comprises 90,000 square feet in 560 units. Founded in 1990, Liberty is a privately held real estate investment, development and management firm. StoreEase offers an online third-party management platform and oversees more than 1.5 net rentable square feet in 13 states.

REIT Life Storage Inc. is building a new self-storage facility at 2761 E. Milton Ave. in Youngsville, Louisiana. The project is expected to be complete this year. Based in Buffalo, New York, Life Storage operates more than 1,100 self-storage facilities in 37 states. Its portfolio of owned and managed facilities comprises more than 84.5 million square feet.

Mally Wagnon Self-Storage received a conditional-use permit for its development in Fayetteville, Arkansas. The 76,770-square-foot facility in the 2100 block of Mally Wagnon Road will include 14 buildings. It’ll be constructed in phases on 6.5 acres.

Maya Capital Partners opened its conversion project in Norwalk, Connecticut. The three-story industrial building at 320 Wilson Ave. comprises 98,814 in 1,113 climate-controlled units. Based in New York City, Maya acquired Connecticut properties North Haven Drive Up Storage and Naugatuck Drive-Up Storage last year.

McCann Mini Storage is expanding its facility in Carpinteria, California. Plans include adding 185 units to the 400-unit property at 1222 Cravens Lane. The new spaces are expected to be available in April.

Ocean Storage, which operates seven facilities in Virginia, opened a new location in Suffolk. The three-story building at 5246 Nansemond Parkway will be managed by Storage Asset Management, a property-management company based in York, Pennsylvania. 

U.K.-based self-storage operator Safestore Holdings PLC is converting the former Xercise4Less gym in Wigan, Greater Manchester, England. Plans for the property on Chapel Lane also include constructing a separate structure on the parking lot that’ll contain 20 units. Safestore operates 178 facilities in the U.K., France and Spain.

Self-Storage at Solaire intends to build a four-story, 89,000-square-foot facility at 5479 Wiles Road in Coconut Creek, Florida. The city is reviewing plans for the project. There are two other approved storage facilities under development in the city.

Shamrock Building Systems, a Smyrna, Georgia-based self-storage development company, received approval to build a facility in Flowery Branch, Georgia. Plans for the 7 acres off Gaines Ferry and McEver Roads include several buildings comprising a total of 147,200 square feet.

Shurgard Self Storage Europe SARL, the European affiliate of U.S.-based REIT Public Storage Inc., opened a conversion project in Buc, France. The facility comprises 57,049 square feet in 750 units.

Shurgard is also developing a new facility in Berlin. The site will comprise about 5,000 square meters in approximately 800 units. It’s expected to be complete in December. The company has two other projects under development in Germany. Shurgard operates 267 self-storage properties comprising 1.3 million net rentable square meters in Belgium, Denmark, France, Germany, The Netherlands, Sweden and the United Kingdom.

Storage (Scunthorpe) Ltd. intends to convert the Buzz Bingo hall in Scunthorpe, England, to self-storage; though the business operator, who’s renting the building, says it isn’t intending to close. Created in September, the development entity is led by director Michael Philip Wilson, founder and CEO of Flexiss Group, which operates the SureStore self-storage brand in the United Kingdom.

StoreAway, which operates four self-storage facilities in England, is converting a former Toys R Us store on Southernhay in Basildon, England. Once complete, the two-story project will comprise 55,000 square feet in 580 units. Launched last year, StoreAway has facilities in Bath, Birmingham, Cheltenham and Liverpool.

Phoenix-based U-Haul International Inc. completed its conversion of a former Kmart store in Fort Walton Beach, Florida, into a self-storage and truck-rental center. The 138,000-square-foot facility at 200 Irwin Ave. includes a drive-in loading/unloading area as well as gated and covered boat/RV storage. The company worked with the Audubon Society to maintain the building’s gravel roof as a bird-friendly habitat for the threatened least tern and black skimmer. It acquired the property in 2019.

U-Haul is also expanding a self-storage and moving facility in Grand Prairie, Texas. The company is building a 59,000-square-foot building on 2.5 acres adjacent to its site at 3020 I-20 W. The single-story structure will house U-Box portable-storage containers. It’s being constructed by Dallas-based Mycon General Contractors Inc. Established in 1945, U-Haul owns and manages more than 78.1 million square feet of storage space across North America.

Urban Storage, which operates 75 facilities in Arizona, New Mexico, Oregon and Washington, is converting a former brewery in Seattle. The operator and an affiliate of construction firm Foushee & Associates purchased the property at 3100 Airport Way S. for $29.2 million. Built in 2017, the multi-story building comprises 181,577 square feet.

Verturo Interests, which operates seven Just A Closet self-storage facilities in Texas, is developing a new property in the state in El Paso. Expected to be complete in the fourth quarter, it’ll comprise 151,000 net rentable square feet in 1,200 units.

Ziff Real Estate Partners is developing a self-storage facility in Jacksonville, Florida. Work will begin in April to demolish the existing 2,450-square-foot commercial structure on the 5 acres at 8483 New Kings Road. In its place will be a 75,000-square-foot building containing 560 climate-controlled units that’ll be managed and branded by StoreEase. Founded in 1991, Ziff has acquired or developed more than 7.9 million square feet of commercial real estate.

An unnamed developer intends to convert the former Giant Eagle retail store in Sylvania, Ohio, to self-storage. The board of zoning appeals recently granted a conditional-use permit for the site at 6930 W. Central Ave. Though self-storage is a permitted use for the 90,000-square-foot building, a permit is required for outside vehicle storage in the commercial zone.

3625 McEver Road LLC is seeking zoning approval to build a self-storage facility in Oakwood, Georgia. Plans for the 11-acre property at 3625 McEver Road include three two-story buildings comprising 24,000 square feet each. The county planning staff supports the project. The Hall County Board of Commissioners is expected to vote on the proposal on Jan. 26.

The Atlanta Botanical Garden (ABG) intends to build a five-story self-storage facility at 1011 Monroe Drive and 597 Cooledge Ave. as part of a land swap. ABG struck a deal with the owner of the Public Storage facility at 268 Westminster to build the new facility along Monroe Drive, thereby allowing the garden to expand onto the current self-storage site. Some residents of the Virginia-Highland neighborhood oppose the project. ABG is meeting with community members to discuss architectural concerns and potential business uses for the ground floor. Though the site is zoned for light-industrial use, ABG had to apply for a special-administrative permit because the property is in the Beltline Overlay, which includes the 22-mile Atlanta Beltline, a planned multi-use trail and light-rail system.

In their third joint venture, Bakke Development Corp. and Batson-Cook Development Co. (BCDC) are building a self-storage facility on a 2-acre lot in McAllen, Texas. The three-story SharyBak Storage at 4901 E. Expressway 83 will offer 802 climate-controlled units. Alamo Architects is the designer, and Independent Contractors Inc. is the general contractor. The facility is expected to open in early 2024. Established in 1996, Bakke has developed more than 700,000 square feet of self-storage in Texas. Founded in 1963 and based in Atlanta, BCDC is a subsidiary of Kajima USA. It provides development and capital solutions, primarily through partnerships on commercial real estate projects in the Southeastern United States.

Miami-based Basis Industrial, formerly known as MCSS Self-Storage, is replacing a former car plant in Detroit with self-storage. Plans for the property at 1610 Algonquin St. include 78,000 square feet in 641 units. The demolition is expected to be complete in late February or early March, according to Anthony Scavo, chief operating officer. Basis has several projects underway in 12 states, but this will be its first in Michigan.

Belmont Property Management received final approval to develop a self-storage facility in East Hempfield Township, Pennsylvania. The 17-acre Columbia Avenue site will include 36 oversized indoor units designed for boats, RVs and trailers as well as outdoor spaces. The project will also include an eight-unit apartment building.

Big Bull Self Storage opened in Highbridge, England. The facility at 1 Bolton Close in the Isleport Business Park offers container storage.

Hilltoppers LLC received stage-one approval for its plan to develop a self-storage facility in Cold Spring, Kentucky. The project along Salmon Pass will comprise about 37,000 rentable square feet in seven storage buildings. The site is behind the Newport Elks Lodge and adjacent to a shopping center and apartment complex.

LaTerra Development is converting a former Fry’s Electronics store in Irving, Texas, to self-storage. Plans for the 19.5-acre property at 2488 Market Place Blvd. include 145,000 square feet of traditional storage and 46,000 square feet of vehicle storage. The first phase is expected to be complete by the end of the year. LaTerra is a Los Angeles-based real estate development and investment company.

U.K. self-storage operator Lok’nStore Group PLC intends to build a new facility in Bolton, England, on land previously occupied by Bolton College. The four-story structure would comprise about 8,000 square meters. It’s proposed for the northern end of the former campus, where an Audi dealership already The land was allocated for residential use more than 10 years ago but was never developed as such. Founded in 1995, Lok’nStore operates about 40 self-storage facilities, mostly in Southern England.

Lucky Self Storage opened in Memphis, Tennessee. The conversion project at 325 GE Patterson Ave. formerly housed Lucky Electric Supply and Clovernook. It offers 252 climate-controlled units. Owned by Eric Criswell, it’s managed by Absolute Storage Management, a third-party self-storage management company that operates more than 140 properties in several states.

Midgard Self Storage opened four new locations during the fourth quarter of 2022 in Lutz and Okahumpka, Florida, and Augusta and Gainesville, Georgia. Midgard operates more than 80 facilities across eight states, primarily in the Southeast.

The Orange, Connecticut, Town Planning and Zoning Commission approved a zoning-change request from Montar Group LLC that’ll allow the company to pursue a self-storage development in the town’s light-industrial 2 district. The proposal includes plans for 800 to 1,000 units on about 3 acres.

Entrepreneur Frank Perez received conditional-use approval for a self-storage project in Forsyth, Georgia. The facility would be built across a .53-acre tract and a 9.5-acre parcel at 594 Indian Springs Drive, which houses a former Paul’s So Easy Auto Sales business. It would include self-storage, warehouse space and vehicle storage. The permit was required because the site is within 300 feet of property zoned for either agricultural or residential uses.

Perimeter Storage received conditional-use approval to build a new location in Valdosta, Georgia. The 700-unit facility at 5225 and 5273 Inner Perimeter Road will include a series of single-story metal buildings that aren’t normally allowed in the city’s Overlay District, but the developer agreed to meet the city’s aesthetic conditions including painting the front building a dark green to blend with evergreen buffer landscaping. The project will also require an administrative variance for some overlay items including front-door orientation, inter-parcel access and sidewalks.

Rolling Still Distillery Bros. LLC is building Summit Self Storage in Taos, New Mexico. Plans for the property at 1312 Paseo Del Pueblo Norte and 1308 Eloy Gonzales Road include 30,000 gross square feet of temperature-controlled units. Abeyta Engineering is providing civil-engineering services. Rolling Still Distillery produces Rolling Still Vodka.

Shurgard Self Storage Europe SARL, the European affiliate of U.S.-based REIT Public Storage Inc., opened a new facility in Spijkenisse, Luxembourg, Netherlands. The building offers 26,910 square feet in 400 units. Shurgard operates 65 properties in the country, including a recently opened facility in the Rotterdam region. It also recently acquired two properties near Amsterdam. The company operates more than 260 self-storage properties comprising 1.3 million net rentable square meters in Belgium, Denmark, France, Germany, The Netherlands, Sweden and the United Kingdom.

Springfield Holdings LLC intends to build a self-storage facility in Springfield, New Jersey. The five-story structure at 109 Victory Road would comprise 176,000 square feet. The project requires several variances since self-storage isn’t a permitted use in the I-20 district.

Store More Express Ripon LLC received approval to build a facility in Ripon, California. Store More Mini-Storage will sit on 2.4 acres at 625 and 659 W. Milgeo Road.

Toeniskoetter Development opened phase two of Silver Creek Self Storage in San Jose, California. The first phase at 5878 Silver Creek Valley Road launched in July. Together, the two buildings offer a combined 107,400 square feet in 1,100 units. The property has solar panels. Founded in 1983, Toeniskoetter develops and manages commercial properties.

Troy Baker, owner of TRB Squared, is seeking zoning approval to build a self-storage facility in Navasota, Texas. Plans for the 3 acres at 906 Fairway Drive include four buildings containing 216 units. The proposal was approved by the planning and zoning committee in December and will now be presented to the city council.

Welcome Self Storage opened in the former C&D Hardware store in Lexington, North Carolina. The facility at 175 Hinkle Lane is owned by a local family. It offers 169 climate-controlled and drive-up units and outdoor vehicle storage.

West Coast Self Storage Group (WCSSG) opened a new facility in the Madison South neighborhood of Portland, Oregon. The four-story structure at 1530 N.E. 67th Ave. comprises 53,375 rentable square feet in 643 units. It was built by Eric Gambee Construction Inc. and is owned by NWB Halsey LLC. Headquartered in Everett, Washington, WCSSG is a property-management, acquisition and development company. It operates 110 managed and owned locations in California, Nevada, Oregon and Washington.
