Sheriff’s Deputy Shoots Felony Suspect at Spokane, WA, Self-Storage Facility

Update 1/31/23 – Findings from an investigation by the Spokane Police Department regarding the shooting of Starkweather at Lyons Self Storage have been presented to the Spokane County prosecutor’s office. The information includes reports from Staley and the other deputy present at the shooting, body-worn and surveillance-camera footage, and a forensic analysis. The prosecutor’s office will make a legal determination about Staley’s actions.

8/29/22 – The suspect shot by a sheriff’s deputy at Lyons Self Storage in Spokane last week died from his wounds on Aug. 24. Terry A. Starkweather, 36, was shot while driving his truck toward Sgt. Darin Staley, who fired his weapon twice during the incident, according to a source.

Clarifying details about the warrants connected to Starkweather as well as the events that led to the shooting have also been released. Starkweather was wanted on outstanding felony warrants for unlawful possession of a firearm, second-degree assault and possession of a stolen vehicle, a source reported.

When the deputies located and identified Starkweather on the self-storage property, his truck was parked between two buildings. After the suspect emerged from the bed of the pickup, he acknowledged the deputies but entered the cab of the truck while ignoring their instructions. Starkweather then drove the truck in reverse toward Staley, who fired his gun. After colliding with one of the storage buildings, Starkweather then allegedly drove the truck toward Staley again, who fired his weapon a second time, according to the source.

After the vehicle came to a stop, the deputies administered medical assistance to Starkweather until emergency personnel arrived, according to the Spokane Independent Investigative Response Team (SIIR), which identified Staley as the deputy who fired his weapon and is investigating the incident.

Staley, who was placed on administrative leave, is a 27-year veteran of the sheriff’s department. He’s worked as a patrol deputy and a field training officer during his career.

Internal investigators are collecting and reviewing evidence, including body-camera footage from the incident, according to SIIR.

8/23/22 – A man wanted on a felony warrant for possession of a stolen vehicle as well as two misdemeanors was shot by a Spokane County, Washington, Sheriff’s deputy on Sunday during an incident at Lyons Self Storage. Acting on a tip that the suspect was on the property at 1707 Lyons Ave. in Spokane, two deputies entered the complex about 7 a.m. and identified the man, who was in the bed of a pickup truck.

While trying to apprehend the suspect, one deputy positioned his vehicle in front of the truck while the other stood behind it. They turned on the emergency lights and attempted to make contact, but the suspect refused to comply with their commands. He then jumped behind the wheel of the truck, revved the engine, and drove backward toward the second deputy, who fired shots to stop the truck’s progress, according to Spokane Undersheriff John Nowels.

Continuing to ignore commands, the suspect continued driving toward the deputy, who fired additional shots. The suspect’s truck then collided with one of the self-storage buildings, causing significant damage, according to a source.

No deputies were injured during the incident. The officer who shot the suspect was placed on administrative leave, which is normal procedure after such an incident, a source reported.

The suspect was taken to a hospital where he underwent surgery. His condition hasn’t been reported.

Lyons Self Storage has a resident manager. The facility offers traditional drive-up units with electronic gate access. The property has security cameras, perimeter fencing with barbed wire and individually alarmed units, according to the company website.
