Proposed Rezoning Would Allow Self-Storage on Residential Property Near Hailey, ID

The Hailey, Idaho, City Council yesterday voted to recommend a zoning change on a 2-acre parcel in Blaine County that would allow property owner Tom Richmond to develop a self-storage facility and trucking terminal. Richmond, whose family owns Arrow Self-Storage on adjacent land, intends to build a 35-foot tall building, according to the source. If approved by the county, the land would change from low-density residential to light industrial.

Though the property is just north of town, an agreement with the county allows Haley officials to make recommendations on developments on its borders that would likely impact city services. City and county staff have recommended a development agreement under the rezoning of the Richmond property that would require only conditional uses. Those would include the self-storage facility and trucking terminal, as well as a “storage yard,” the source reported. Access to any developments on the property would be restricted to Arrow Drive.

The conditional-use process would also include buffers between the project and nearby residences, building scale, and landscaping requirements, according to Kathy Grotto, senior planner for the county, who addressed the council during the meeting. The final design would be approved by the county.

The city council recommendation followed support from the planning and zoning commission.
