Olivette, MO, Considers Self-Storage Zoning Proposal by Nolan Real Estate Interests

The Olivette, Mo., City Council will hold a public hearing on May 23 to consider a rezoning request that would add self-storage as a permissible use under special permit in its commercial-office/retail district. The text amendment was proposed by developer Nolan Real Estate Interests LLC, which is under contract to acquire the vacant parcel at 9538 Olive Blvd. The company intends to build a multi-story EZ Storage facility, according to city documents.

The target property formerly housed a Hardee’s fast-food restaurant. The zoning change would specifically allow “fully enclosed, drive-through self-storage” via special permit. The storage facility would likely include a resident manager as well as “street-level retail bays” facing Olive Boulevard, according to a January letter submitted by Nolan Real Estate principal Steve Nolan. “The facility will have a high floor-area ratio, as the back portion of the building and the upper floors will be used as the indoor self-storage facility,” Nolan wrote.

Resident Larry Koenig publicly opposed the project during a first reading of the zoning amendment on Tuesday, arguing the area has too many self-storage facilities, according to the source. “We need self-storage limited to an industrial area as opposed to a prime commercial space, for a business that wouldn’t generate sales tax,” he told the council.

EZ Storage currently operates four locations in the St. Louis market, with its typical facility being three to five stories, according to the Nolan letter.

Based in Texas, Nolan Real Estate Interests is an affiliate of Nolan Inc./Nolan Brothers of TX, which operates the EZ Storage brand. Nolan Inc. owns 25 self-storage facilities in Massachusetts, Michigan, Missouri and Pennsylvania, comprising approximately 1.96 million net rentable square feet. The company ranked No. 55 on the 2016 Inside Self-Storage Top-Operators List.
