Council members in Surprise, Ariz., have expressed concern over a proposed self-storage development near City Hall.

Although the council hoped for a mixed-use development with offices and retail, several council members say a self-storage facility doesnt fit their plans for the area.

The proposed development by Storage West, which operates more than 30 facilities, would be on a 5.4-acre lot near City Hall and Surprises Recreation Campus.

Storage West is waiting for final approval on its amended building plat. In September, the council postponed a vote on final approval of the development. But because the citys planning and zoning commission approved a conditional-use permit for the project in 2008, theres little the council can do to block the project.

Several council members hope they can persuade Storage West to consider alternatives for the land. No residents have protested the development.
